Keynote Speakers  
Hon John Key  

Prime Minister John Key was born in Auckland but moved to Christchurch with his mother and sisters when he was a child. He was educated at Burnside High School and then gained a Bachelor of Commerce from the University of Canterbury.  

John launched his investment banking career in New Zealand in the mid 1980s. After 10 years working in the New Zealand market he headed offshore, working in Singapore, London, and Sydney for US investment banking giant Merrill Lynch.

In 2001, John headed back to New Zealand to fulfil a long-held ambition to stand for Parliament for the National Party. He won the Helensville seat in 2002 with a majority of 1589. John rose through the ranks, becoming deputy finance spokesman and then finance spokesman, rising to number 7 in the party ranking prior to the 2005 election. He was ranked at number 4 before being elected National Party Leader on 27 November 2006.  On November 19 he was sworn in as New Zealand’s 38th Prime Minister.

John is married to Bronagh and has 2 children. When he has some spare time he likes to spend it with his family, cooking, playing golf, and watching rugby.

Dr Terry Heiler  
As the immediate past chief executive Terry’s involvement with Irrigation NZ now moves to an advisory and project management basis as he shifts his focus to a special projects role within Irrigation NZ and contributes as a member of the National Infrastructure Board charged by Government to develop a national infrastructure investment plan.

Dr Terry Heiler is an international consultant in natural resources, specialising in water management and irrigation. His engineering consultancy works with clients in New Zealand, Australia, Asia and with major international development agencies. His prior experience includes 25 years as a principal research engineer - soil and water, and 11 years as director of New Zealand Agricultural Engineering Institute, Lincoln University. He runs a small farming business based in West Melton, Central Canterbury. Terry was appointed as the inaugural chief executive of INZ in July 2006. His role with INZ has been  primarily leadership of the New Zealand irrigation industry with scientific and accurate advocacy to government and other key decision makers.

Lawrence Yule  

Lawrence Yule FIPENZ, President of Local Government NZ and Mayor of Hastings District will give us a first hand update on issues affecting engineering and asset management in the local government sector.

Lawrence Yule was first elected Mayor of Hastings District in 2001, and is currently in his 3rd term as Mayor. Lawrence has served on the Council since 1995.

Lawrence is chairman of the Pettigrew.Green Arena Trust the Regional Indoor Sports and Events Centre and is also Chairman of the Hawke’s Bay Regional Sports Park Trust. Lawrence has also been instrumental in the recent corporatisation of Hawke’s Bay Airport and the planned extension of the runway.

Prior to Hawke’s Bay Opera House becoming a Council-owned company, Lawrence played a vital role in securing funding for a $12 million upgrade of the facility, a key asset to the community and economy of Hastings.

Lawrence is the current President of Local Government New Zealand, elected in July 2008. Before being elected President he served as a provincial sector chair and member of the National Council of Local Government New Zealand, with special responsibilities for the transport and water portfolios.

Lawrence is patron of several local groups and organisations, and takes a keen interest in organisations which operate to support the community of Hastings. He has recently been involved in the U-Turn Trust which works with young people in Flaxmere.

Lawrence’s interests include outdoor sports, particularly watching rugby and equestrian events. He also has an interest in sheep and beef farming.

Lawrence has an Honours Degree in Engineering, and has recently been made a Fellow of the Institute of Professional Engineers.

Lawrence has four children and lives in Hastings District.

Steve Gurney  

Steve's one of New Zealand’s most accomplished adventure racers and was awarded Order of Merit in the 2004 New Year’s Honours "for services to Endurance sport"..   He's won the Coast to Coast a record 9 times and competed in endurance adventure races overseas.  He knows teams - what makes them effective, what makes them tick!  In race situations teamwork means the difference between life and death!   

He made an amazing comeback to champion racer from his death-bed in 1994 proving the sceptics wrong!  It took 2 years to train his body back to full fitness, but not before dealing with a resulting major, suicidal bout of depression. Steve is the “come-back” Kiwi and shares his secrets – they’re universal to sport, life and business success and he's applied them to other facets of his life.

He has a Mechanical Engineering Degree from Canterbury University - he manufactures innovative racing gear and he’s also known as a wily old fox by his athlete competitors.

David Zelenok  

Dave is currently the City of Centennial, Colorado’s first full-time Director of Public Works (pop. 120,000, incorporated 2001). In that capacity, he oversees the operation, maintenance, traffic engineering design and capital improvements for the metro Denver, Colorado area community. In 2008, the city outsourced the entire Public Works Department under his direction, in a move which is widely understood to be the largest public-to-private conversion of its kind in the nation.

Dave served fourteen years as Director of Public Works and Director of Transportation for the City of Colorado Springs (pop. 400,000). In those capacities, he oversaw the Colorado Springs Airport, City Engineering, Traffic Engineering, Street Maintenance, Mass Transit divisions and the Pikes Peak Highway, the nation’s highest toll highway. His responsibilities included the construction of 400 miles of new streets and highways and associated infrastructure through private sector partnerships at no cost to the government, valued at roughly $1 Billion

Kate Valley and Pegasus Town

The Kate Valley Landfill is located approximately 75 km’s north of Christchurch and services the waste stream from five District Councils. The landfill is owned by a joint venture between the five District Councils and Canterbury Waste Services – a unique Public/Private Partnership. The landfill is design and constructed to world best practice with an integrated waste transport system.

Pegasus town is a new community for 5000-7000 people being built in North Canterbury.  It has a range of very unique features, including a new manmade lake, a stormwater system that relies totally on soakage, and many urban traffic features to encourage community friendly activities.

While many may have seen the development in its early days, it is now much more advanced. People on the tour will see the completed lake (semi filled), many of the sections now built on, and the beginnings of the commercial centre.

Developing Waste Disposal Ventures

More energy, less waste
The City Water and Waste Services Tour is a must see. The tour will visit a number of the City's Water and Waste facilities and show how Christchurch is looking to the future with carbon and energy recovery. You will be taken to:
i) leading edge wastewater recycling which is set to produce commercially viable biodiesel from wastewater pond algae
ii) Capital works at the Christchurch Wastewater Treatment Plant including the recently completed thermophilic digesters and the new biosolids drying facility
iii)  Centre City civil works in a 150 year old business district environment.  Existing service, people and a very busy traffic environment all expose the City Engineers, consultants and contractors to cost and time pressures for this Western Interceptor upgrade - a 1350mm diameter sewer through the city. (Project due to start 1 July).
iv) Pump Station 11 - see how Christchurch City Council Architects and Engineers have turned the upgrade of the main terminal wastewater pump station into an award winning architectural project in a densely populated urban area.
